Adding It Up: Sexual and Reproductive Health Services and Financing

Increased and sustained investment in sexual and reproductive health services – in the United States and in developing countries – promises tremendous benefits to women, families and societies. In addition to improving overall health, sexual and reproductive health services contribute to economic growth, societal and gender equity, and democratic governance.

The Guttmacher Institute seeks to provide policymakers with a fuller account of these broad benefits and with more complete information about the direct economic costs and benefits associated with provision of such services. In addition, we examine the scope and reach of services and recommend ways to overcome barriers to introducing new services, such as emergency contraception or the HPV vaccine.

Highlights

In November 2007, the Guttmacher Institute hosted an all-day meeting in Washington, D.C., with officials from 15 states that have expanded Medicaid eligibility for family planning. Guttmacher public policy staff followed up by phone and e-mail with officials in these and other states with Medicaid expansion programs to gather additional information on states’ implementation challenges and solutions, focusing on issues related to outreach, enrollment, service provision and confidentiality.

This event will result in a report highlighting states’ innovations and best practices and the lessons to be learned for future health care expansions. It was part of the Institute’s “Transitions in U.S. Family Planning Financing: Implications and Opportunities,” initiative, a project that will culminate in a major report on the future of family planning financing and delivery in early 2009.
