By the end of February, 46 jurisdictions had convened their regular sessions (AK, AL, AZ, CA, CO, CT, DC, DE, FL, GA, GU, HI, IA, ID, IL, IN, KS, KY, MA, MD, ME, MI, MN, MO, MS, NE, NH, NJ, NY, OH, OK, OR, PA, PR, RI, SC, SD, TN, UT, VA, VI, VT, WA, WI, WV and WY). One state had adjourned its regular session (NM). (As of February 28, 2026)
