Position summary

Reporting to the Director of Human Resources, the Talent Development Manager manages and coordinates organization-wide efforts to ensure that a comprehensive set of talent management programs are developed and executed for the purpose of retaining, developing, and engaging staff to a high performing workforce. The Talent Development Manager will also design, deliver, and continuously improve specific talent and organizational development initiatives (which may include career development, employee engagement, recruitment activities, workforce planning and employee relations) that align with organizational goals. This position will help build a culture of collaboration and engagement through learning experiences while using data and analytics to set priorities for improvements aligned with ongoing strategic goals.   The Talent Development Manager is expected to perform the responsibilities of the position, with a focus on professional development with an eye towards diversity, equity and inclusion

Responsibilities
  • Provide professional expertise and support in the design, professional development and implementation of a learning and development management program, linked to the Institute’s goals.  This includes Planning and executing development programs and processes via in-classroom and virtual trainings, and self e-learning platforms (LMS), while ensuring they are implemented within prescribed timelines and budgets.
  • Conduct regular analysis of the organization’s staffing needs, and feedback from staff transitions, in relation to its strategic objectives; use data to identify external training opportunities and/or develop and conduct presentations and training to improve skills, create competencies, and build knowledge of the staff.
  • Develop, initiate, and maintain effective programs for workforce retention that includes a HR strategic plan that focusses on building an effective and collaborative culture.
  • Identify and deliver effective learning curriculums to foster staff professional development. 
  • Create and prepare training materials and curate on-line content and general content management on LMS – select, develop training aids including handbooks, demonstration models, multimedia visual aids, digital aids.
  • Working with the HR Generalist, build relationships with hiring managers/teams and serve as a thought partner to develop effective sourcing and recruitment strategies that result in effective and efficient acquisition of a diverse and inclusive talent pool.
  • Leverages LMS to administer and track mandatory trainings including but not limited to compliance, harassment and others as the need may be.
  • Create of metrics to track training performance, benefits to the Institute, Support the development of learner engagement strategies and evaluation plans and maintains training records in the LMS system
  • Develop and maintain subject expertise in role by staying current on operational tools, process, procedures, and training techniques
  • Support the performance management process, including maintaining and/or revising current job descriptions, standards of performance, and performance evaluation tools and resources.
  • Gather and document feedback and results to help management identify strengths, areas for improvement for employee relations and employee satisfaction.
  • In partnership with the Human Resources Manager and HR Generalist manage on and off onboarding of new employees; conduct new hire and exit orientation. 
  • Assist with the supervision of the HR Generalist
  • Performs other job-related responsibilities as assigned.
Qualifications:

    The ideal candidate will be an experienced professional, with demonstrated expertise in HR, training and development, employee relations performance management:

    • Minimum of seven (7) years of relevant HR experience or relevant degree with work experience
    • 7 years’ experience working with learning management and applicant tracking systems
    • Experience designing, developing and supporting organization-wide training programs that cover performance management, talent development data analytics and relationship management.
    • Knowledge of adult learning, instructional design, and curriculum development techniques to develop and proof training material. Experience or certification in the facilitation of instructor-led training with a solid understanding and application of adult learning principles. Learning certifications is a plus
    • Strong project management skills and ability to manage multiple projects simultaneously, and in a timely fashion
    • Experience with building relationships and partnering across Divisions.
    • Previous experience in capturing metrics and producing various employment reports.
    • HR certification preferred
    • Proven success in working in a multicultural environment with outcomes that reflect equity and inclusion across a diverse workforce.
    Salary and Benefits:

      Starting salary and range for the role is $112,853-$157,647 and will commensurate with experience.
