By mid-January, 40 states had convened their regular session (AR, AZ, CA, CO, CT, DE, FL, GA, ID, IL, IN, IA, KS, KY, ME, MD, MA, MI, MN, MS, MO, MT, NE, NH, NJ, NY, ND, OH, PA, RI, SC, SD, TN, TX, VT, VA, WA, WV, WI, WY) and the District of Columbia had convened their regular sessions. Ten legislatures (AL, FL, HI, LA, NV, NM, NC, OK, OR, UT) will convene later in the year.
