Thirty-nine legislatures (AL, AK, AZ, AR, CO, CT, DE, FL, GA, ID, IL, IA, KS, KY, LA, ME, MD, MN, MS, MO, MT, NE, NV, NM, NY, ND, OK, OR, RI, SC, SD, TN, TX, UT, VT, VA, WA, WV and WY) had adjourned their regular sessions.
