Vice President for Public Policy

Kelly Baden

Portrait of Kelly Baden

Kelly Baden (she/her) brings nearly 20 years of experience advocating for reproductive rights to her role as Vice President for Public Policy at the Guttmacher Institute, which she joined in 2023. In her position, she oversees the Institute’s Public Policy team, piloting new policy strategies, partnerships and tactics to advance evidence-based policies at the state, national and global levels.  

Before joining Guttmacher, Ms. Baden launched the Reproductive Freedom Leadership Council, the country’s only national cohort of US state legislators committed to reproductive freedom, at the State Innovation Exchange. While with SiX, she piloted innovative programs, such as sending delegations of legislators to El Salvador and Mexico to learn about the devastating impact of abortion bans. Previous stints include positions with the Center for Reproductive Rights, the National Institute for Reproductive Health, Physicians for Reproductive Health, Planned Parenthood Affiliates of New Jersey and EMILYs List. She earned a bachelor’s degree in political science and women’s and gender studies from The College of New Jersey.
