Introduction
The Supreme Court overturned Roe v Wade with the Dobbs v Jackson Women’s Health Organization decision in June 2022, and by 2023, 13 states had banned abortion, forcing many people to travel out of state for care. Starting in July 2023, licensed US-based health care professionals began mailing abortion medications under the protection of shield laws implemented in 8 states. These laws can offer legal protections for clinicians to prescribe abortion pills to patients in all states, including states with abortion bans.1 Our analysis seeks to understand whether travel for abortion care declined as telehealth abortion increased between 2023 and 2025 in the 13 states with total bans during this period.
