Today, the Guttmacher Institute released new data from the Monthly Abortion Provision Study, detailing the state of origin of patients travelling out of state for abortions as well as the broader shift in how and where people are accessing care. Included in the estimates are the number of people in states with total, six-, and twelve-week bans who travel out of state for care versus those who access care via telehealth from shield law providers. These findings offer new insights into how the overturning of Roe v. Wade continues to impact abortion provision across the country.
In an accompanying analysis, Guttmacher experts spotlight findings from Texas and Florida to illustrate how state abortion bans and restrictions following the Dobbs decision continue to reshape abortion access in the South and Southeast.
Key Findings
- In states with total, six-, or twelve-week bans, 98,000 people traveled out of state for an abortion in 2025.
- In states with total, six-, or twelve-week bans, 142,000 people accessed abortion via telehealth in 2025.
- In 2025, over 42,000 Texans accessed abortion via telehealth from shield law providers, a substantial increase from the 12,400 who did so in 2023. Meanwhile, the number of Texans traveling out of state for care decreased from nearly 34,000 in 2023 to approximately 23,000 in 2025.
- Out-of-state travel for abortion nearly tripled in Florida after a six-week ban on provision was implemented, with 8,200 leaving the state in 2025 compared to 2,800 in 2023.
“The Monthly Abortion Provision Study has been collecting abortion data since 2023, enabling us to track trends and changes in abortion provision and incidence in the post-Dobbs era,” says Isaac Maddow-Zimet, Guttmacher data scientist and study lead. “Currently, we are seeing a major shift in where and how people access abortion. While travel remains a critical pathway to care, we have seen a decrease in people leaving their state of residence, likely due to both the growth of telehealth access and fewer options for in-person care in the South and Southeast.”
“The data continue to show us that state abortion policies reach far beyond their borders and create regional and even national disruptions to care. A perfect example of this reality is Florida’s six-week abortion ban, which since 2023 has impacted where people across the South and Southeast get abortions,” says Kimya Forouzan, Guttmacher principal state policy advisor. “As the abortion landscape remains dynamic, it is critical that policymakers strengthen protections for telehealth care and travel support infrastructure so that multiple avenues of care remain available for people living in states with restrictive abortion laws.”

About the Study:
The Monthly Abortion Provision Study estimates the number of clinician-provided abortions that take place every month in each US state and nationally. The study collects data on procedural and medication abortions provided at brick-and-mortar health facilities (such as clinics or doctor’s offices), as well as medication abortions provided via telehealth. Study respondents are asked to exclude advance provision of medication abortion pills from the data they provide; estimates also exclude the limited number of abortions provided under exceptions to total bans, and abortions provided by non-clinicians (including those provided through community health networks, online pharmacies or other means).
