Proposed Changes to the Title X National Family Planning Program: Guttmacher Institute Comments to the U.S. Department of Health and Human Services

Abstract / Summary

In June 2018, the federal government proposed a rule that sought to significantly revise the regulations governing the Title X national family planning program. The Guttmacher Institute submitted a comment letter opposing these changes. The proposed regulations would alter the purpose and scope of services supported by Title X; eliminate nondirective pregnancy counseling and referral; reduce access to care by reshaping the Title X network; infringe on patients’ ability to obtain family planning services confidentially; and divert Title X funds to address gaps in contraceptive coverage created by other changes of the administration’s own doing.
